Release readiness

The public source repository is available for evaluation and permitted use under the license. A tagged v0.1.0 release remains gated on the recorded legal, security, provenance, and engineering evidence tracked in:

• Source-available readiness
• Publication runbook
• Secret-scan review
• Copyright provenance
• Asset provenance

No preparation document, milestone, or successful non-strict check authorizes creation of the v0.1.0 release.
